Staff sergeant found guilty of committing larceny, filing false official statement

A general court-martial was held on July 9 at Malmstrom Air Force Base, Mont., in the case of United States v. Staff Sgt. Tim G. Cogger. 

Sergeant Cogger, a member of the 819th RED HORSE Squadron, was charged with one charge and two specifications of conspiring with a technical sergeant to commit larceny of more than $500 from the United States in violation of the Uniform Code of Military Justice Article 81 by arranging to use a government purchase card to purchase merchandise from Big R Stores, having those items returned in exchange for gift cards, and then using the gift cards for non-official, personal use. 

He also was charged with one charge and one specification of larceny of more than $500 in violation of UCMJ Article 121 by wrongfully obtaining gift card credits and merchandise that were the property of the United States, and he was charged with one charge and one specification of making a false official statement in violation of UCMJ Article 107 for stating that all the charges on his government purchase card were authorized, knowing such statement was false. 

At trial, Sergeant Cogger pled guilty to all three charges and all specifications. After his guilty plea was accepted by the military judge, a six-member officer panel sentenced Sergeant Cogger to a reduction to the grade of airman basic, forfeiture of $1,301 pay for two months, one year confinement and a reprimand.
