Malmstrom implements DBIDS system

MALMSTROM AIR FORCE BASE, Mont. -- Malmstrom Air Force Base has installed the Defense Biometric Identification System, or DBIDS, and is now registering all who have access to Malmstrom. A Homeland Security and Department of Defense initiative, DBIDs will register active military, contractors, retirees and dependents.

DBIDS was developed as a force protection program to manage personnel, property and installation access. DBIDS at Malmstrom is in its educational, publicity and registration phases as security forces familiarize themselves with its features and Malmstrom AFB members become accustomed to it. Future access to Malmstrom AFB rests on the successful implementation of DBIDS and registration. Once registered, a simple barcode scan will allow authorized entry to the installation.

The benefit of DBIDS includes enhancing the military law enforcement mission by providing real time information on all personnel scanned. The scan shows the number of times a person has entered the installation, the times allowed and locations authorized. Guards are also notified of personnel not allowed entry and individuals with restrictions. DBIDS has the ability to digitally recognize biometric details including a photograph, height, weight, and fingerprints to name a few. It also has the capability to detect and log, lost or stolen ID cards, outdated personnel information and changes to base access.

DBIDS helps security forces make accurate, informed decisions in order to keep the installation safe from unauthorized personnel, as well as control access at times when only mission essential personnel are needed. DBIDs tracks escorted personnel to the installation and informs security forces of current escort information upon entry to the installation.

The system has the capability to issue short and long term installation passes for personnel who are entitled to recurring and unescorted access to the installation, but are not authorized a DoD ID card. Short-term visitors and contractors will be issued temporary passes just as they are now through the Visitor Control Center identifying the times and locations they have access. Long-term DBIDS cards will be issued to personnel and contractors requiring base access longer than 30 days.

Here are answers to some frequently asked questions:

Q1. Why Malmstrom AFB?
A1. The Department of Defense mandated to all installations "access control standards shall include identity proofing, vetting to determine the fitness of an individual requesting and/or requiring access to installations, and issuance of local access credentials" in accordance with DTM 09-012.

Q2. Who needs to register?
A2. Every DoD ID card holder requesting access to Malmstrom AFB needs to register. This includes military, retired, DoD contractors, dependents, and civilians.

Q3. Where can I register with DBIDS?
A3. The primary location to register will be MPE building 1191. All general contractor personnel will register at Pass and ID building 250. A mobile unit will be placed according to the following schedule starting March 1, 2010 to April 2, 2010:

Monday: Building 500/Basement training classroom noon to 4:30 p.m.
Tuesday: Building 500/Basement training classroom 7:30 a.m. to noon
Wednesday: Clinic lobby: noon to 4:30 p.m.
Thursday: Clinic lobby: 7:30 a.m. to noon
Friday: Building 500/Basement training classroom noon to 4:30 p.m.
Saturday: Visitor Center: 24 hours
Sunday: Visitor Center: 24 hours

Q4. What do I bring with me when I register?
A4. You will need to bring your DoD ID card(s).

Q5. Why must I register in person?
A5. The barcodes on your ID card needs to be registered and digital fingerprints will need to be taken from individuals whose prints have not already been registered.

Q6. If I've already registered in the DBIDS at another base, do I need to register again? A6. Yes, although all your information will be in the database we need to assign you to Malmstrom AFB.

Q7. How long does the registration process take?
A7. Registration times vary between 1 to 15 minutes depending on Internet speed.

Q8. How many people will I be able to escort using DBIDS?
A8. Five individuals and two vehicles will be allowed per person.
