SUBJECT: Motor Vehicle Restraint Device Usage

1. State law, DODI 6055.4, AFI 91-207, AFI 31-218 and 341 MW Sup to AFMN31-116 mandate the use of seatbelts. Those who fail to comply with restraint device requirements place themselves and their vehicle occupants at an unnecessary and unacceptable risk of injury or death.

The operator of a motor vehicle is responsible for ensuring that all vehicle occupants properly use appropriate restraint devices while the vehicle is in motion. Operators are directly responsible for ensuring that all passengers comply with this policy prior to the vehicle being placed in motion. Children will be properly secured in a child safety seat or adapted seatbelt configuration as appropriate.

2. The 341 MW/CC, 341 MSG/CC, and 341 MSG/CD are the base driving privilege authorities and will suspend driving privileges for violators of this policy. The 341 SFS is responsible for policy enforcement. Violators will have their base driving privileges suspended IAW the following guidelines:

1st Violation - Warning issued
2nd Violation - Base driving privileges suspended for 30 days
3rd Violation - Base driving privileges suspended for 60 days

3. Additionally, 341 SFS Law Enforcement and Wing Safety personnel will conduct spot checks to ensure compliance.

4. It is proven, "Seatbelts Save Lives!" You have a personal responsibility to keep yourself and your passengers safe. Buckle up - it's the law! Direct any safety concerns to the Wing Safety Office at 731-6712. Direct enforcement concerns to the 341st Security Forces Squadron at 731-3895. This memorandum supersedes all previous memorandums, same subject.
