Vehicle decals no longer required for base access

As of today, Malmstrom has stopped issuing the DD Form 2220, window decals for vehicles. The Air Force has been staffing an initiative since February 2006 to stop registering private vehicles and to cease the use of vehicle decals.

Since Sept. 11, 2001, security at all DoD installations was changed to require 100 percent identification card checks of drivers at installation gates. This has rendered the decals superfluous, since the ID card checks are a much more effective means of verifying the authority of a driver and occupants to enter the installation.

Decals are an expensive duplication of state registration and licensing. Security Forces units are able to verify vehicle ownership through the license plates and other means by referencing the Criminal Justice Information Network that interfaces with the National Crime Information Center system and numerous other agencies. Proof of insurance and current registration are still required and may be checked randomly by security forces personnel. Motorcycle operators must also carry their Motorcycle Safety Foundation Card and proper motorcycle endorsement on their licenses.

These decals are still controlled and accountable forms, however. Vehicles currently registered will be authorized to remove the existing decals after properly deregistering the vehicles through the pass and registration section located at the Visitor Control Center, next to the Second Avenue North gate. Also, other DoD components have not yet implemented this initiative and members may have to get a temporary installation pass if requiring entrance onto other DoD installations.
