Inspection ground rules

Inspections primarily involve military personnel, however; they often impact contractors, government employees, dependents, retirees, and civilians. Everyone on base is a valuable member of Team Malmstrom and has their role to play. Inspections inevitably cause some inconveniences and have a bearing on "normal" operations. Therefore, the Inspector General uses "ground rules" to minimize the impact on mission-related activities and to mitigate interference to base personnel. 

In preparation for our upcoming inspection, we ask that all personnel familiarize themselves with some of the Air Force Space Command IG ground rules that have a base-wide impact on our team:

General: Respond to all IG inputs as if they were real-world (exceptions are covered in Attachment 11 to the AFSPC Supplement to Air Force Instruction 90-201). Units will respond to inspection events even when an IG inspector is not present.

Mission: Do not allow inspection or IG initiated exercise activities to interfere with mission accomplishment. Contact the on-scene inspector immediately with any questions concerning exercise termination. If an inspector is not present, contact the SIM SWITCH or IG work center for guidance.

Communications: During exercises, if you have any communications (telephone calls or reports) that need to go off-base, always use the SIM SWITCH at 731-7068 to provide your input.

Remember that the SIM SWITCH is expecting your call or report, and may have feedback to provide you, so make that call. 

Do NOT make phone calls to non-participants (such as higher headquarters functionals to clarify any questions. Ask the on-scene inspector or call the SIM SWITCH.

Civilians, and Contractors: Civilian contractors and Most Efficient Organization personnel are expected to participate in inspection activities to the extent required by the contract. 

Contractor and Most Efficient Organization personnel shall respond to all evacuation events. Personnel whose evacuations would result in mission impact or a government-caused delay of contractor performance shall be identified in advance as "non-players".

Building Evacuations: Bomb threats, fires, or other similar hazards during an inspection will require us to vacate certain buildings and facilities. All personnel except mission-essential personnel performing real-world operations shall participate in all evacuations. Here are some exceptions: 
Do not totally evacuate the following facilities or operations without prior IG coordination: Command Post, operations and control centers, launch control centers, base operations dispatch desks, telephone switch boards, communication centers, security forces control centers, entry control points and posts, fire/weather stations, and alert facilities. Promotion, professional military education and academic testing are exempt. Non-mission essential personnel will evacuate from these facilities 
Schools (including off-duty education courses), base exchange facilities, commissaries, credit unions, post offices and dining facilities (including clubs). .
Per the AFSPC/IG, "evacuation of religious services, Child Development Centers, Youth Centers, Medical Treatment Facilities, military courts (when convened) and base housing units will be by exception".

This information is just a brief summary of the 10 pages of inspection ground rules provided by HQ AFSPC IG. We encourage everyone to take the time to read all the ground rules found in AFSPC Sup 1, Atch 11 to AFI 90-201.
