Trusted Traveler policy to go into effect Published April 11, 2013 By Kevin King 341st Security Forces Squadron MALMSTROM AIR FORCE BASE, Mont. -- Starting April 13, the Trusted Traveler policy will go into effect for Malmstrom Air Force Base. The current requirement for entry to Malmstrom, requires everyone entering the installation to show the on-duty gate guard an approved government-issued ID card, or a valid pass issued at the Visitor Control Center prior to entry. Trusted Traveler is a policy that allows people with the following valid government issued identification cards only, to vouch for no more than five occupants in their vehicle or pedestrian group, without getting passes for each person. · Active-duty military Common Access Card · Civilian Common Access Card · Military retiree ID card · Dependent ID card (18 and older) The driver does not have to be the Trusted Traveler ID cardholder, but please remember, only five non-ID cardholders can be escorted for every Trusted Traveler ID cardholder. Once vouched for at the gate, the ID cardholder becomes the escort for all of the non ID cardholders while they are on Malmstrom. Escorts can be held liable for the actions of their guests and for escorting barred personnel or criminals with active warrants for their arrest onto the installation. If your guests require unescorted access to Malmstrom, or they are a foreign national, both the escort and the guest must stop at the Visitor Control Center where a background check will be accomplished and a pass will be issued. Additionally, if a guest will be bringing their vehicle onto Malmstrom, the driver must show valid registration and proof of insurance before a vehicle pass can be issued. Visitor Control Center hours will change to 6 a.m. to 6 p.m. daily on April 13, so plan these requirements accordingly. The Trusted Traveler policy will be in effect from 6 a.m. to 10 p.m. daily. Security forces at the gate continue to reserve the right to ask all vehicle occupants or pedestrians to show ID cards if they have reasonable suspicion that the occupants of the vehicle or pedestrian group are breaking the law or violating base policy. Additionally, security forces will randomly conduct 100 percent ID checks of all vehicle occupants or pedestrians during pre-determined, but unannounced, times as part of Malmstrom's Crime Prevention Program. Please continue to keep ID cards available to expedite entry in case of entering during one of these times. One hundred percent ID checks of all vehicle occupants or pedestrian groups will be in effect from 10 p.m. to 6 a.m. daily. Guests requiring a pass between the hours of 10 p.m. and 6 a.m. must have a state-issued driver's license with picture or federally recognized ID card with picture. The ID card will be used by security forces at the gate during these hours to run a background check through the Base Defense Operation Center. Personnel without an ID card will not be allowed to enter. Rules for minors remain the same. The Trusted Traveler policy is not to be used for foreign nationals, contractors or any commercial work being conducted on Malmstrom. The rules for contractors remain the same. Violations or abuse of this process will result in a police report being filed into the Air Force Criminal Database and forwarded to the installation commander with a recommendation for base barment of the escortee and potentially the responsible escort.
